Improvised lockpicks:
Hair pin bent up and sanded down to be a shallow hook, safety pin the same.
Tension wrench: small piece of spring steel from a windshield wiper blade bent at a 90 degree angle.
What kind of desk is it, what does the lock look like, do you have a picture?
Go read the MIT Guide to Lockpicking (google it) to figure out how to pick, then post what kind of lock you're facing.

Honestly, those locks aren't hard at all. Just put heavy tension on the lock and rake it with a paperclip. It's a good way to get started in lockpicking, actually.

If you want to 'use it to it's full potential', then you're going to have to either impression (or decipher then cut to code) a key. Picking it every time you want to lock and unlock it, is going to be a hassle. That, or change the lock once you've opened it.
Some things may be pick proof, but everything can be bypassed....

Wiggling a letter opener in the keyway and applying a light tension to the plug may do the trick. It worked for me once.

I do recall, somewhere on this site, a thread. I believe it discussed improvising a way to open locks or creating your own tools to do the job...
I can't find the thread but I think the things were called lock "somethings", ....er picks, yep that was it "lockpicks"-anybody else remember a thread like that?

You could always try jamming between the drawer and the desk and working the bolt back.

Use the larger type of hairpin (bobby pin) to make a tension wrench and the smaller type to make a pick, these hairpins are much better than paper clips.
