Well, I ordered 7 of those picks from lockpicks.com, but I order two picks and a case from peterson-international.com. I'm not a professional, but I didn't know that they only sold to pros, so I emailed the guy to cancel the order and told him, that I was looking into getting certified and will buy the picks after I have my license. He responded saying that if I'm looking to get my license, then I need the tools to practice and he shipped them anyway. So that worked out.

ahh... The HPC Superior Pick Set...it can't beat Falles or Petersons, but I like it.

I just said this in another post, but, I have purchased
several orders through Petersons, being borderline
illiterate (I'm dictating this  ) I missed the part
about being a certified locksmith. And would you believe
it  They liked my money just as much as a
locksmiths
Petersons ships fast and there product is the most
durable pick I've found, I would highly recommend
buying directly from them.

I haven't been able to find any such sales restrictions on www.lockpicks.com. Are you thinking of a similar site like www.lockpickshop.com or something similar?
Despite the risk of sounding like an employee or something (which I am not), I would like to mention that I have had good experiences buying from lockpicks.com. They have been very quick (same or next day) at shipping my orders out and they've been good about communicating the status of my orders.(My 2 bits)

n2oah, the common knowledge is this: legally, lock picks can't be sold to people who aren't locksmiths. But the term locksmith isn't really defined by the government, and according to the dictionary, a locksmith is someone who services locks. So technically, most of us ARE locksmiths, even if we don't have licenses.
Most places, including lockpicks.com, peterson-international.com, lockpicktools.com, lockpickshop.com, lockpickersmall.com, unlockables.com, and pretty much any other site mentioned in the forums will sell to anyone, locksmith or not. As for age, it sometimes seems as long as you have money, you can buy picks.

Doh, another double post for today.
If you go to lockpicks.com and click the Terms of Sale link at the bottom right, there'll be a fat paragraph about the legalities of purchasing picks.
And in the last post, by common knowledge, I mean, it's what everybody says, and it seems to hold true.

Yay, I got my Petersons along with some others from raimundo. The Petersons took so long because I wasn't very motivated and I sent payment by money order. I got them with no questions asked.  (yay)
Here are some from raimundo. The picks from top to bottom are:
Hook, Dimple pick, Up-side down hook, bogota rake, bogota diamond, and 2 finger pin lifters for the Schlage primus
And here are the HPCs and Petersons. I ordered the rubber handles.
