I believe the 7 pin ASSA is the standard high security lock in Sweeden. If you are just learning to pick you want to start with something easier than this lock for sure.
To answer your question yes, you need to pick the pin that binds first. Repeat this process until the lock opens. Search google for the MIT guide to lockpicking for a beginners guide to help you start out
