Ebay shouldnt have any tools on, its agaisnt their policy, dont buy anything off there tool or cd wise all you want to know is here, welcome.
If you look around you can find many many threads on making home made tools most are from hacksaw blades o the only other thing you would need is a dremel or somthing.
A commercial set may be around the £15 mark but look around here first and dont go to a magic shop as they will rip you off.
Practice locks can be got from anywhere, junk shops, local lockies, B+Q, but ebay is your cheapest bet, one member has recently got a bag full of euro cylinders for less than the postage cost lol
Have a good read around, book mark the site so you dont loose it for next time and we will drag you in kicking and screeming whether you like it or not, lockpicking is addictive
Oh and dont do locks you dont own or rely on but i guess youve already decided that
