I am a smoker, but no cigar expert, but here in Germany it's the cheap stuff that is sold in those tubes. They have them on display on like gas stations, right next to the cash register.
I don't think the big-buck capitalists would even consider buying a cigar like this. The tube is to keep them fresh and moist, and if you are rich you buy them in wooden crates hand-carved by cuban virgins and put them in your expensive humidor (kind of a fridge for cigars, regulates temp(?) and most importantly moisture) to keep them fresh.
