Determine the types of locks you wish to repin, and the types of pins you wish to put in them.
I bought a nice (in my opinion) pinning kit on eBay. It's a Kwikset "Society Brass Collection - Keying Station Pin Kit No. 266" and I paid about $53 shipped. Here's a link to a current ebay auction for the same kit.

The pinning kit covers Kwikset, Schlage, Weiser, Master, and Weslock. There are 23 key-pins, and 0.160" driver pins in standard and security spool. All pins are color coded using (as far as I can tell) LAB's coloring system.
I was mistaken in a previous post about this kit. The key pins are pointed or "bullet" shaped with a flat driver-side end. The driver pins are completely flat on both ends. I had previously stated that they were flat and beveled on both ends, but they are not. These are quality pins and offer tight tolerances.
I will note, however, that some really crappy kwikset locks I've used these in would have benefited from pins with beveled ends for loose tolerances. I have had to use a pin larger or smaller than the proper pin to achieve smooth key operation. The pins are on average 0.004" to 0.009" apart, as they are for specific locksets-- so it's not a truly universal kit but you CAN get by with most locks you encounter.
If you intend to do high volume repining of a specific brand of lock, for an apartment complex or such, I would also suggest you buy bulk pins for that specific brand. You get about 50~55 pins per size in this kit, so it would be wise to buy packs of pins for large jobs and keep this set for general work.
The kit also comes with springs, pin spring covers (clip and slide), 2 sizes C of clips, and a plug follower. You will want to buy a pair of tweezers and a C clip remover.
