going by the word of the law tools are anything used to break in there by meaning if you used a toothbrush to break in to something you could be charged for having that tooth brush, it all depends on the context to why you are being stopped. good idea having lock picks in your house for practising bad idea being in an alley way at 0300hrs with a set of picks and a ski mask..
are you going to find a place like jovan to sell to you with out practical cause or reason? no cause they are covering their butts fromk possible future legal actions... the lockie you were talking to is simply trying to scare you as many do bottom line just byt the F'n picks online somewhere and believe me I live in toronto I pick locks as a hobby I have many picks and I'm not a locksmith

Wholesalers and locksmiths will not sell you picks, its their right not to and they exorcise it, i also wouldnt sell them to someone in my area,

It is however recconised by most online firms that hobby/sport picking is legit and will bend the rules although they do have the warnings to cover their butts incase somthign does go wrong also they want and need the money,

They might, especially if you try to buy pre-cut bump keys. lockpickshop.com, lockpicks.com, and peterson won't ask you for proof if you're buying regular tools (I know this from personal experience). If they ask, be honest and say you are a serious hobbyist, don't lie and tell them you're a locksmith. They might end up asking for some type of proof in which case you'll be stuck with the "uh, well I don't have that right here, let me call you back, yeah...." and you'll feel foolish afterwards.

I am going to try and put this in language that is simple and easy to understand.

There is not other way to put this.

There is absolutely NO license in Ontario. None, ZIP, NADA!!!!

They can't ask for something that doesn't exist, and they do this to see if you fall for it. They can ask if you have a registered business, or a tax number, or to get a business card from you, or to see a copy of your ad, but there is absolutely no license in Ontario. So far as I am aware, there aren't even city licenses.

There is no background check, and they can't even ask for one by law. No supplier can ever ask for a background check unless you are going to be employed by them, then they can only ask if you are OFFERED the job. It can't be asked for before hand.

The locksmith who said it's illegal to pick locks in your home is most likely one of these old guys who believes that you never let this information fall into the hands of the public. Of course he'll lie to you. He'll probably also tell you that you can't install certain locks on your house, and that a Schlage B160 is a high security lock.

You got the last part right, but even just walking around with the picks isn't illegal in and of itself. Only if you are doing something illegal. You may get asked by an officer why you have the picks, but unless he can connect you to something, he can't even legally take them from you. I strongly urge you to be honest and polite with any peace office you encounter, but under no circumstance allow yourself to be bullied by anyone. Including the police.

If you are not 18 or older, please talk about this hobby with your parents, make sure they know what you are doing so that if something ever does happen (god forbid) that they will be there to support you. Even if its against a cop who doesn't know the law.

As for getting comercial picks, you have a few choices.

Relatively speaking, its cheap to register a business name. They you are a locksmith. Take the Foley-Belsaw course if you interested enough, and then register a business. Just the student ID is often enough for most supply companies to sell you tools.
