Although, you can solder most spring steels with an appropriate acid core solder, this is not suitable for flexible joints. The correct solution is a mechanical joint ...of which there are many choices. Consider the previous suggestions such as spot welding (leave discoloration), an appropriate epoxy (not my expertise) or perhaps even a couple of rivets.
Some of my picks have stainless steel handles and are riveted.
A visit to a metalcraft hobby shop should put you on the right track.
