I agree here; something is a bit odd. EVEN if they used snail mail and went real cheap like a lot of these little internet based companies do, you should have gotten it after 10 days. unless of course the guy who runs the little web-site still had a serious hang-over before he got to the in-coming orders.....
FROM THE SITE:
LockPickShop is a New England based company. We are located in Massachusetts about 30 miles north of Boston. Our company does not have a physical retail store; we are solely internet based. We originally started as book sellers five years ago specializing in how-to books and videos for many different trades and hobbies. Our books on basic locksmithing, locksmith training courses, & lock picking were by far our best sellers.
After a time we were approached by students and members of the locksmithing and law enforcement communities to carry lock picking tools. There weren't many reputable companies on the web providing these tools. We did a lot of research, found the manufacturers of the best USA made lock picks and tools on the market and launched our first website in early 2000.

I'm not going to comment on the above but it's easy to read between the lines. This is a garage operation or something run out of someone's apartment....the guy is middle-manning all his stock.
