My guess is that there is a high pin somewhere, and you are never going to get that with a small hook

Do not start back to front or front to back, forget that, start with the binding pin, the one that obstructs the pick, now lift that pin until there is a click(hear-feel) and then go to the next pin that is hard!(if you can't lift the pin you'll have to let go of some of that tension)
*Btw, there is one more thing: It could be a low pin(the low pins are long) and you might be lifting it too high, now imagine a long pin blocking the sheerline, then the plug can't turn!
What not to do: do not shovel your short hook pick in the keyhole, by the time you get the pick down to the 5'th pin, one of the other four pins will be liftet too high!(*see above)
Use your long hook pick, put it in the bottom of the keyway, you'll be able to reach the 5'th pin without touching the first four pins(**see above)
