Looks like the "C" keyway to me. My guess is that it is a special key that is needed to re-combinate the cylinder. I noticed that part of it's milling extends beyond the shoulder towards the tip.
Perhaps this is needed to detach the key pins from the sidebar pins?
I spent some time reading through a bunch of this just to confirm what my eyes where telling me.
In short, yes it uses a special change key to re-key the lock.
Long answer, but nowhere near as long as in the patent papers.
It requires 2 change keys to change the lock. One for the existing key and one cut to the new combination.
When entering the changing mode, the keyway gets thinner.
To get it into that mode:
1.The lock needs to be turned to the correct position
2.There are two tabs that need to be pressed towards the back of the lock (one is from the tip of the key, the other is from the side of the key)
3.The keyway has to be allowed to get thinner.
At that point you can take that key out, put in another special thin change key and turn it back. Then you're done changing the lock.
