The problem with these locks isn't tight tolerances, it's exactly the opposite. I don't think it's even possible to make a decently machined pin tumbler mechanism that small... with that said, I think the main reason he is having trouble is because of the keyway. Little locks such as this one have very small keyways which make tensioning the plug awkward. Most of the time you can't get a good grip on them using TOK tension at all, so your only option is to stick a tensioner right in the keyway, thus leaving your pick virtually zero room to work.
Because of this, you can't really SPP these locks - but then who would even want to? It'd be nonsensical even if you had small enough tools, cos they'd present no challenge whatsoever. When it comes to locks like this you're better off just bypassing the locking dog, but in the rare cases that doesn't work, they're so poorly manufactured you can usually just insert a flat piece of steel such as a wiper insert or the handle of a tension wrench and jiggle them open.
Bonsize, I wouldn't feel bad about not being able to SPP one of these... just get yourself some real locks and you'll be fine!
