Sorry its a bit past my bedtime- but posts like yours really irk me when its clear a user does not take the time to simply read what was provided.
Oh and to simply (sorta) answer your question indirectly- yes, you do need to be licensed in BC, even to own lockpick tools. Yes, I know people in the hobby in BC without a license, and I also know of a few who have been charged for possession of restricted tools since they were not licensed.
