It's probably not entirely what you're thinking of, but combination locks fit that description pretty well... and dial-based combination mechanisms are available in key-based designs (
e.g.,
LaGard 2200).
Many disc-detainer locks come pretty close to what you describe, but there's usually at least one tensioning disc, located somewhere in a fixed position.
