I can't find this anywhere else, and can't figure it out on my own. How is this diagram supposed to be read, and from whence did it come?

Specifically, what are the numbers above and below each line, and what is the total height of each pick? On the first question, I see that these are bit heights, but can't see what they mean, or how to understand them. On the second question, I assume this depends on the specification of the lock a given pick is designed for, but I think I'd need to understand the first question to figure this out.
If someone has a non-patented/copywrited king and queen pair, and wouldn't mind doing a scan at a given DPI, I'd love to see an image. I'd really love to also have a two-axis ruler in the scan.
