A lock out key will work, but you leave that "flag" sticking out of the lock and some goof will try to pull it out with a pair of pliers.
The alternative is to make the thing sit flat with the plug face, then machine in a "pin" like a small finger in the top part, and a receiver "hole" in the bottom. How it works -- |-^----------- That is the bottom of the top part, the other side gets the reverse of that. Slim down the top so it slides in and over into the receiver hole. It may take some doing to get it right, but you can fill a slow afternoon with this fun.
To remove the lower part, slide in the top part, and carefully raise up and get the "pin" to slide into the receiver hole, then push down a bit and pull out. We make these for landlords who have had problems with the old tenants trying to pull the lock out key out. This fixed the problem.
