ITO is a Turkish manufacturer owned by Ingersoll Rand. They make 5 pin rim cylinders, standard cylinders with 5 pins, and dimple cylinders with 6 pins. All are quite easy to pick. The cylinders are also easy to snap, pry, pull or otherwise destroy, but they are cheap. It is likely they gave the lowest price to the army back during the war.
