The short answer is that there is no test or other demonstration of skill required. If you set up as a Locksmith Company (LCO), you'll have to set up a DBA or corporation, and they will want to see documentation that proves you have (Stamped applications, etc).
If you become licensed as a Locksmith Employee, I believe that an LCO will need to file on your behalf. Long story short, California really doesn't care about what you know, they just want a clean background, and they want to know where to find you.
