Certain things are locked down for certain reasons, and some rules and topics are always evolving and remain dynamic. Before I was an admin there was no public facing Safe area, it was all tucked away in the Advanced Topics, at least now there is a place people can ask general questions, but they should not expect unrestricted access or ability to discuss anything they feel like regarding safe opening. If you ran your own forum you'd understand the need to keep certain info restricted, especially when it comes to a touchy subject such as lock picking and safe cracking. If we let one thing be talked about and then its just a stone's throw for people to start asking about where and how to drill a safe and why is that info such a big deal?, after all "the info is already out there" well, then those folks are welcome to go get that info "out there" or run their own forum with their own rules, it's really that simple.
Also, let's be clear on something, until places like Amazon and ebay came along, the kind of book that you have was never in the public domain, it was the sort of thing that either a locksmith had access to buy via professional publications such as Locksmith Ledger, or a book a bad guy could buy via an underground/survivalist catalog like Loompanics Unlimited, Delta Press or Paladin press or the back of Soldier of Fortune magazine. With the advent of the internet, those books, their reprints, as well as illicit PDF copies are available much more easily than they were even 10 to 15 years ago.
I believe this sort of info should be handled with care, but that's just my opinion.
