What country? If they were USPS locks they probably use the reverse Yale paracentric keyway and that is apparently restricted by law to USPS within USA (breaching that law is a Federal felony). Seems these blanks are available outside the USA. Seems that years ago USPS 'snaffled' that keyway for its own use rather than paying Yale or another manufacturer to tool up for a special USPS keyway.
