I am putting the cover back , still not opening. I can line them up manually and it opens.

I think I figured it out. The cover is not going on all the way because of the small pin on the bottom not going into the hole in the cover plate. Therefore not allowing the cover to seat all the way to depress the safety lock

I filed the little nub slightly to get the cover to fit on and locked it down well. Still the gate is not falling into place on its own. turning to zero is not helping either.

The gates of the wheels might be sitting to high so that the undersides are blocking the fence to drop. If you position the drive cam correctly and then move by hand the whole wheel pack down (clockwise when locking from the inside), does then the fence drop?

Yes, when I remove the cover and depress the steel tab with a screw driver, then after moving the wheels to the right the fence falls in.
