Alright, I have me here a Garrison 40mm padlock, about 6 CAD or 4USD....so NOT a good lock, one would imagine.
its got 4 pins....(like I said, cheap).
funny thing though, if I pick the first pin...first, then the plug turns an exorbenant amount, about 5 degrees I'd say. AFTER which, the rest of the pins will 100% REFUSE to set. just bounce up and down, nothing.
it has a pain in the butt key in that the first 2 pins are low-setting, and the last 2 are relatively high setting (see pic). With the first pin un-set I cant really get my pick in behind the first pin to set the last 3 first.
The answer of course I've found is to half-set the first pin JUST enough to get the pick to the back...then its click click click, come back to front, set first pin, and its open.
my question is, why would a lock do that? have a VERY easy to set pin, that once set would make the others not bind? mushroom pin?
oh, and if you're confused about my pictures, (not showing up right) they are inset links, throughout the text...you'll just have to mouseover the appropirate words.
Side note: Last night I had this lock 'figured'. I could do it in under 5 seconds. every time. prior to last night, it was a 10-20 minute job.
now that I've posted this, I cannot for the LIFE of me open it. ARGH! *patience*

Sounds like you've got a spool there matey. 
 If it ain't broke.....pull it down and see how it works anyway!

I have the exact same lock... I bought it thinking it would be super easy to pick as it's so cheap and would be a good starter...

i have a padlock i brought in a toy store wich has 5 pins, 3spools. and it costed like 50cents! that proves that everything is possible. i also have 2 abus 45/50 locks wich where both 11,30 euros and contain only normal pins.

i have not been able to open the links, but I think i have the exact same lock. its a 40mm with 4 pins silver with a blue band. i think if you haveing a problem opening it it might be because of the size of your pick or torque wrench and that maybe you are putting the key pin in the sheer line...try some smaller tools and go from there. as for the explaination on why it wont open now compared to before...maybe you have changed how you use you tools.

If it does not contain any security pins, I would say that the setting order of the pins in that lock require you to set the rear pins first. The setting order is not a 'given' order in any lock. It can vary quite a bit, due to the biting, and the tolerances of the lock itself.
Regardless of the make-up of the lock, you need to feel out which pin is binding the most. This is the first one to set. With it at the shear line, you then need to find the next pin which is binding the most.
Don't you just love solving these wonderful 'jig saw' puzzles?

Like Mick said, you got a spool or mushroom pin, almost definitely 3. Don't panic, Quicklocks just made a great vid on picking security pins, I'm too lazy to search for it, also I think it was Mad Mick who made a great animation on spools so a bit of searching will yield a lot. In the meantime, I'll give you my opinion, I have found it has worked for me. If you set one pin, the #1, and have a dramatic turn here is what you know:
1. You have set all of the regular pins, otherwise they would restrict the plug from turning so much.
2. If the plug is turning a lot, the remaining 3 have to be spool or mushroom pins.
If both these facts are true, here is what to do: Apply gentle pressure on each of the 2-4 pins, find which one causes your wrench to reverse direction the most, and chose that one; hold the tension wrench lightly enough so that it can travel backwards the 5 degrees you mentioned, when it stops traveling back you will have to move it slightly more and it should set, repeat for the remaining 2 pins.
p.s. don't get frustrated if you unset the front pin, just reset it, as your lock is cheap, the low tolerances may help, plus it feels good to pick your first lock with security pins

I don't think that animation is by db. I tried to do a quick search but couldn't find the thread where that animation was posted. I can't remeber who it was by..... 
Some things may be pick proof, but everything can be bypassed....
