To answer your first question:
"City" means a United States letter/parcel delivery destination that is within the territory serviced by the USPS...
"FPO" means "Fleet Post Office" and refers to the zip codes/location names assigned to fleets/duty stations for personnel serving in the U.S. Navy, U.S. Marine Corps and U.S. Coast Guard...
"APO" means "Army/Air Force Post Office" and refers to the zip codes/location names assigned to the posts/bases/duty stations for personnel serving in the U.S. Army and the U.S. Air Force...
To answer your second question:
What Address does mail you currently receive have printed on it ? The only information you would need to add to that would be the destination country of Australia...
To answer your third question:
A lot of the "customs" issues that people speak of here relate to either the taxable value/import duties that are assigned to a parcel containing what is considered commercial merchandise, OR a package being detained because possession of it's contents is restricted in the delivery area and the responsible custom's service wants to verify you are properly licensed and therefore allowed to receive the materials in the package...
You will need to research your specific regulations in Australia about possession of lockpicks and whether or not they are allowed to be shipped through the normal post office system or you will have to pay for a common carrier service like UPS or FedEx to make the delivery...
